It was created by Patricia Bays Haroski, who wanted to honor her father, who was also her boss, for his hard work and dedication to his company. She originally registered "National Boss's Day" with the U.S. Chamber of Commerce to show appreciation for her boss and to promote better office culture by building relationships between managers and employees. The date of October 16th was chosen to commemorate her father's birthday.
